Dinkins panel urges rent subsidy in overhaul of care for homeless.

States that a mayoral commission is recommending a sweeping overhaul of New York City's troubled shelter system, including introducing rent subsidies to help the homeless pay for housing. The commission would offer the homeless a richer array of services, including drug treatment, psychotherapy and job training, in smaller settings. But it would also require the homeless to take steps like enrolling in a drug-treatment program to qualify for subsidized permanent housing.
