States that the Dinkins Administration's official review of the deadly crush at a city College gymnasium last month blames virtually all the parties that arranged and oversaw the celebrity basketball game. It reproached student organizers, college officials, a rap promoter, the police and the spectators themselves. Some of its sharpest criticism was for the Police Department.
