- Tells of the reinstatement of William E. Ubinas, 35, as superintendent of a school on the Lower East Side of Manhattan. He had been suspended two weeks ago for failing to reveal a conviction for sale and possession of cocaine and marijuana as an18-year-old student in Alabama, and was sentenced to five years' probation. Parental support for Ubinas.
