Opinion: Regulating labour dispatch.

The author comments on draft provisions which clarified some areas of the Employment Contract Law in China. The provisions will limit the percentage of labor dispatch. According to the draft, labor dispatch is a for-profit business model wherein employees are hired by a staffing agency and the dispatch employees work for another employer. The three categories of dispatch employees are temporary, substitute and auxiliary.
