Electoral systems that include many constituencies often cause significant imbalances between the votes received by and the seats allocated to political parties. Such imbalances may be corrected through an allocation of “compensatory" seats. The electoral system for the Parliament of Sweden constitutes an illustrative example of the implementation of compensatory seats. This paper analyzes the Swedish electoral system and suggests two modifications aimed at its improvement. The first option relies on the replacement of the electoral threshold by another one that is more balanced towards medium and small-sized parties. The second proposal consists of the implementation of a biproportional allotment to distribute the parties' seats among the electoral constituencies to avoid the discordances that currently arise due to the size of the constituencies. The proposed amendment is then applied to the 2010 elections in Sweden. Finally, we investigate the implementation of the Swedish electoral system to the Congress of Deputies of Spain.
