Abstract
- The article presents a report by Aleksandr Golts in the July 24, 2013 issue of "The Moscow Times" regarding President Vladimir Putin's surprise inspection of the combat readiness of the Eastern Military District. It cites his concerns on what would happen in the event of a sudden military conflict given its Army's inability form a functioning force at the start of the second Chechen war. It notes how conducting a large-scale exercise posed an almost impossible assignment for the Army brass.
