Turkey had certain attempts to develop its relationship with African countries in the past. The idea of Turkey's making a general plan encompassing its relations with Africa in all its parts started to develop in late 1990's. In recent years, on the other hand, Turkey has shown more interest in the African Continent, and within this framework there has been more efforts to develop the relations with African countries in every field. This study deals with the factors which makes Turkey's opening to Africa possible and necessary. Besides, the concrete steps taken to develop relations with Africa within the scope of the African Action Plan are assessed. [ABSTRACT FROM AUTHOR]
