This study aims to analyze the performance of the Ministry of Culture, in the administration of President Lula and the Ministers Gilberto Gil and Juca Ferreira, the construction of what would be the first public service broadcasting in Brazil, emphasizing the discussions and formulations that bring to public TV the field of culture and the creation and deployment of TV Brazil, belonging to state broadcaster Empresa Brasil de Comunicação. Although we recognize the cross-sectional nature of the subject, we will consider the mobilization of actors linked to the Ministry of Culture.
