Transferable Development Rights Programs.

An essay is presented on transferable development rights (TDRs) and rezoning as of January 2013, focusing on an analysis of the various restrictions contained in New York's Zoning Resolution in regards to landowners rights and property development projects. The U.S. Supreme Court's ruling in a case involving New York, New York's Landmark Preservation Act is also examined. Several areas of New York, New York are mentioned, including the Special West Chelsea District.
