Institutional Architectures to Improve Transportation Systems Management and Operations.

The article discusses new strategies and supporting institutional arrangements to address congestion problems. Incident management, snow and ice advanced treatments, and appropriately timed traffic signals are cited as some cost-effective strategies that are quickly implemented with minimal disruptions. Aggressive transportation systems management and operations applications at the network operational level is suggested to be best at countering capacity loss due to congestion and disruptions.
