Abstract

The paper analyzes the role of election of school managers in the educational policy of democratization/decentralization in Recife. It considers how democracy is constituted as an object of discourse in Brazilian education. Data were collected via interviews with municipal managers of education. The Discourse Theory was used as a reference for analysis, based on Laclau. We seek to explain the social aspects from the discourse. The results indicated that the election of managers is an important element in building democracy in school, but it does not mean that democracy is guaranteed. The hegemonic sense present in the manager's speeches is that it is important to build democratic practices in the school routine, especially through the School Council. It is also noticed that democratization is a constituent of the manager's discourse. However, its effect is different in view of the prospect policy managers with which they are in line.
