Abstract

The article provides ways as to how should reading be taught so that optimal learning takes place. On U.S. state level, it is noted that testing dominates ways of ascertaining student achievement in reading with No Child Left Behind (NCLB) in which they are tested from grades 3 to 8 to determine promotion to the next higher grade level. It is stated that student results are used to evaluate in the Adequate Yearly Progress (AYP) wherein a school may be required to change a number of teachers.
