Social networking helps to generate new projects and articulates municipalities, individuals and organizations, optimizing resources to provide a quality life for citizens. This paper deals with the model of cultural policy "Programa Cultura Viva", which through the Points of Culture adopts a cultural practice of decentralization, network formation and management valuing territorial space and social relations.
