A IMPORTÂNCIA DA IMPLEMENTAÇÃO PARA A ANÁLISE DAS POLÍTICAS PÚBLICAS.

The aim of this paper is to understand the importance of implementation studies for the understanding of public policy. It will explore the arguments of authors who advocate a perspective of top-down analysis and others using a bottom-up approach of implementation of public policies. It presents a position that represents a synthesis between the two perspectives. The classic division between the political and administrative system is put in check and implementation processes are also considered political. Thus, during the implementation the decision making process is continuous and influences the design of public policies. As a conclusion, it is highlighted that the implementation phase transforms the policies and influences its drafting and planning. [ABSTRACT FROM AUTHOR]
