Abstract
- An essay is presented on electrifying Arkansas in the twentieth century, examining reasons behind the slowness in electrifying rural areas. It considers the influence of the Arkansas Power & Light Company (AP&L), its founder Harvey Couch, and its general counsel Hamilton Moses. The author explores conflicts between private and public utilities, including the AP&L and the Rural Electrification Administration (REA), a U.S. federal program established under former President Franklin Roosevelt.
