Abstract

The article discusses the global and regional political factors which influence foreign policy construction. It is discussed that a government's ability to get a foreign policy is limited by its ability to extract resources domestically. It is also discussed that fewer capabilities results in a greater amount of cooperative actions by states, also, the political capacity gives opportunity to leaders to choose between cooperation and conflict.
