Abstract

Shortcomings in the funding system, along to public policies that promote private schools at expense of public schools, have influenced the emergence of a segregated school system that is accented in Chile by a marked inequality in the spatial distribution of education providers. In fact, student migration from public to private schools may be understood as a strategy from students and their families to deal with inequality in public education provision. This paper makes a study of migration from public schools to private schools in Chile, using the Maule Region as case of study. It concludes that the main challenge of a regional education policy is to promote collaboration within the public system to face competition from private education, improve quality and equity of the system as a whole, and enhance the prestige of public schools.
