Abstract

The article discusses U.S. sea war strategy for a possible conflict with China in the 21st century, with focus given to ways the U.S. could confine warfare to the actual sea without engaging in escalatory air strikes or land invasions. The authors explain that such a strategy will promote deterrence, as opposed to escalation. The main elements of this strategy, which is largely related to U.S. power in the Pacific region, include implementing blockades, utilization of undersea forces, and the construction of a flotilla for the transport of surface-to-surface missiles.
