Abstract

The article assesses the relation between political action committees (PACs) and U.S. state policies. It is said that lobbying activity on debated policy issues is related to the number of PACs in a state, as well as political donations to PACs. A statistical test using health care policy factors such as state Medicaid spending, the elderly as a percentage of state population, and the amount of health legislation proposed in a given state is utilized to discern factors relevant to the formation of PACs and the number of lobbying registrations.
