Abstract

The author offers opinions on astronautics and state in China. It is stated that China's declaration that it intends to have a manned space flight to the Moon by 2020 means that it could intend to establish a permanent base on the Moon. The possibility that China would then claim territorial sovereignty over parts of the Moon is said to be an issue the U.S. should take seriously. It is argued that although such a declaration by China would be a violation of the 1967 Outer Space treaty and result in increased tension between the two powers, the Moon contains resources such as rare earths which might make the economic benefits worth the risk.
