At the same time, the authors have paid attention to the institutional factor of business in regional dimension. The research aim is to find out the institutional problems regarding renewable resources in Latvia. The first part of the paper is theoretical and it proves the importance of institutional environment. The second part touches upon some of legal aspects related to the use of renewable resources usage.
