Abstract

The article discusses demographic changes in the U.S. resulting from recent congressional redistricting where minority populations were more concentrated in fewer House districts. Following the 1990 redistricting, 109 House seats had minority populations and by 2010 majority of districts had nonwhite populations. It notes how the minorities in districts with high minority concentration can influence elections and pick their candidate of their choice ensure minority representation in congress.
