Abstract

The article reports on legislation ordering the U.S. Copyright Office (USCO) to study the desirability and means of bringing pre-1972 recordings under federal law that was obtained by the Association for Recorded Sound Collections (ARSC) in March 2009. It says under this measure, such recordings would be removed from the control of state law. It notes the opposition of entities such as the Recording Association of America (RIAA) to carry out a study. The main recommendations of USCO are cited.
