Abstract
- The article discusses the U.S. educational accountability value-added assessment system, focusing on issues of tort law and causality as they relate to teacher accountability, as well as educational reform in Delaware's tests and measurements. The author looks at the Delaware Comprehensive Assessment System (DCAS), the previous testing system's effectiveness in assessing teacher or school contributions to academic growth, and strategies to ensure high quality value-added assessment such as ensuring that educators know what tests cover for effective lesson planning and preparation.
