A Clean Energy Standard: Experience from the States.

Abstract

The article presents discussion regarding the 2011 call by U.S. President Barack Obama to establish a clean energy standard (CES) policy for the nation's federal energy policy. Details are then given examining how multiple U.S. states have already adopted CES policies, known as renewable portfolio standards (RPS) since 1995. An overview of various RPS frameworks is then provided, evaluating their strengths and weaknesses. Issues addressed include cross-state policy relations and the policy's lack of incentive to reduce energy demand and use. Conclusions are given suggesting that further study and application of lessons from state RPS policies could positively affect national energy policy.
