Cooperação técnica internacional: aportes teóricos.

Induced by a structural change in international society's dynamics, many municipalities, through the practice of the so-called paradiplomacy or federative diplomacy, have been elaborating municipal management tools towards getting resources through International Technical Cooperation's (ITC) experience.
