Abstract

The article offers the author's insights on rape of juvenile boys in prison and the amendment of the U.S. Prison Rape Elimination Act (PREA) of 2003. He mentions the standards proposed by the U.S. Department of Justice for implementing zero tolerance of prison rape. He notes that the proposed amendment include the provision of strict liability when boys experience sexual abuse and sexual harassment in a man's prison the appointment of a guardian ad litem for every boy prisoner.
