Abstract
- It seems overly optimistic to suggest that after so many years of bitter struggle in the Arab-Israeli war a political settlement between the parties could of itself be capable of producing neighbourly Israeli-Palestinian relations. After setting out some of the elements necessary for a stable peace based on a two-state solution, this article puts forward a detailed itnernational security plan that would underwrite a peace settlement between Israel and the Palestinians, involving a visible joint presence for both superpowers, an International Guarantor Force, and the establishment of a new security regime in the Middle East.
