Abstract

The article offers information on the collaboration of public and private projects in California. It states that the court enquires about several facts to recognize whether the project is public, or private, which include, the nature of ownership, source of funding, and the use of the project. The implications of characterizing a project as private and public, have also been discussed in the article.
