Abstract

The article discusses the use of dispersed operations techniques by the U.S. Nay during the Cold War as a sort of defense against Soviet naval aviation and submarine attacks on aircraft carriers. More specifically, the author relates this strategy of spreading out the Navy's ships to a limitation on communication, or emission control (EMCON). More broadly, he is interested in the Navy's ability to adapt to and implement organizational change in light of the development of threatening naval technology. Various naval exercises undertaken during this time period are discussed.
