Abstract

The article discusses initial efforts to address damage at the Fukushima Daiichi nuclear power facility in Japan following an earthquake and tsunami in March, 2011. Officials of Tokyo Electric Power Co. were reportedly reluctant to use seawater to cool an overheating reactor due to concerns over causing damage to equipment. They finally acted after being ordered to do so by the nation's prime minister.
