Abstract: The article reports on the rising number of emigrants from China going to North America and Australia, mainly for better education and welfare. Based on data from the U.S. Citizenship and Immigration Service (USCIS), 1,979 green cards were issued to Chinese investors. One emigrant is Li Hua, a middle-school English teacher, who sold apartments to quality for an EB-5 investor visa to fulfill her son's dream of entering a public university in California.
