Abstract
- The article discusses confusion concerning the administration of a $20 billion fund established by oil company BP PLC to compensate victims of a massive oil spill in the Gulf of Mexico from a well owned by BP. Some businesses in the Gulf have received all the aid they asked for, while nearby firms have gotten little or nothing. Variations in the promptness of payments have raised questions as well.
