Abstract: The article reports on a June 2010 conference at the Institute for College Research at Martin Luther University in Halle-Wittenberg, Germany, on the topic "Federalism and Colleges. On New Competencies and Old Systems." Among the topics discussed were the effects of the German federalism reforms of 2006 on higher education, the laws and politics governing German colleges, and competition among and differentiation of colleges.
