The article addresses theoretical, conceptual and historical elements contributing to the demystification of the phenomenon denominated "ngo-ation" of social assistance. In particular, it discusses the political and ideological role of NGOs in the context of the state counter-reform and the strategy to privatize social services--roles gradually imposed in recent decades in Costa Rica. Special emphasis is given to the discussion about the way international financial organizations makes no distinction between civil society and NGOs, with the practical implication of depolitization and contention of the eventual emergence of anti-hegemonic features in this space.
