Abstract

The Supreme Court of the United States has declared that the use of eminent domain (expropriation) to implement urban development plans designed to boost economic growth satisfies the "public use" clause of the federal constitution. Practice proves that the only objective behind many economic development plans is to increase the collection of taxes, which can be achieved taking property from one individual or corporation and giving it to another, if the latter puts the property to a use that generates higher tax revenue. Strong social pressure has caused most of the States to modify their legislation in order to prohibit such practices. [ABSTRACT FROM AUTHOR]
