Commissioner's Comments.

In this article the author comments on the direction that all state agencies and institutions in Texas should reduce their 2010-2011 budgets to help maintain a constitutionally required balanced budget. He is critical on how the state insignificantly reduce budgets due to the economic downturn to maintain the required balanced budget. Also investigated are the steps to respond the budget challenges in the Health and Human Services agencies.
