Abstract

The article reports that a Tory-commissioned review of the English exams system suggests the removal of the contextual value added (CVA) measures which recognize the achievements of schools with tougher intakes. The review, made by Sir Richard Sykes, says that CVA's implied precision is spurious and makes the measure unfair to schools. Shadow schools secretary Michael Gove believes that the measures are flawed and stresses the need to work out on how to reconstruct better measures.
