Abstract

The author argues that the system of training, induction, evaluation, professional development and promotion of teachers is a relic that was recommended by the Carnegie Foundation in 1910. It is based on a factory model of education in which teachers are interchangeable and their job is to keep the system moving. Teachers are paid the same for equivalent education and seniority levels despite differing performance levels. The author calls for a 21st century overhaul of the system.
