The article stresses the efforts of California Indian tribes to reclaim land through the Pacific Forest and Watershed Lands Stewardship Council, a nonprofit group that was created in the settlement between Pacific Gas and Electric Co. (PG&E) and the California Public Utilities Commission. The placement of about 140,000 acres of PG&E lands into protective management will be supervised by the council.
