Abstract

The article discusses the consequence and illegality resulting from foster care cost recovery through child support enforcement in the U.S. It notes that child welfare and child support agencies collaborate to pursue child support obligations against the poor parents concerned yet payments made for child support are not given to the children but directed to government coffers. Such practice allows for the reimbursement of the government costs of foster care services. It is said that foster children become collateral for debt incurred under foster care.
