Abstract

As a personal aid to the past five Prime Minister of Japan, I would like to analyze how and why each Prime Minister has shifted his foreign policy especially toward North Korea based on the U.S.-Japan alliance. There can be seen a distinctive difference among each administration. .x000d..x000d.Prime Minister Koizumi showed a tough attitude toward North Korea. So did PM Abe. However, PM Fukuda, as a more pro-China leader, showed a soft-line attitude based on the dialogue rather than sanctions toward North Korea. There was no change in the North Korean policy toward Japan and there is no progress in our abduction issue.
