Abstract

Margaret, a 15-year-old, was placed in five different foster homes in a single year. Calvin, 18, spent 15 years being shuttled among his mother, aunt and a residential treatment center. Devin, a 13-year-old, has been in foster care his entire life, even though he wants to be adopted. These are a few of the thousands of New York City children who have languished in foster care for years because of delays in Family Court, inadequate casework and a lack of urgency throughout the city child welfare system, according to a report being published on Tuesday by the advocacy group Children's Rights, which studied records of 153 foster children.
