Abstract
- The article reflects on the move of some U.S. politicians to blame the voters for the so-called ballot-box budgeting, as the government of California faces a budget deficit of about 42 billion dollars in 2009. Voters reportedly applied the ballot initiative to protect some programs from budget reductions. The authors attribute the state's fiscal crisis to the alleged excessive spending of the government. They recommend the restoration of the Gann Spending Limit that imposed restrictions on state expenditures as a solution to the current crisis.
