The article examines the issues concerning employment opportunities offered by the American Recovery and Reinvestment Act for the construction industry. Like many others, Associated General Contractors Chief Executive Officer (CEO) Stephen Sandherr complained that ARRA consists of hyper-inflated bid lists, caused the delay of municipalities in funding larger and longer-term projects, and distracted lawmakers from work on job-growth schemes like banking reform.
