Optimization of Use of Public Funds for Promotion of The Rational Use of Energy and Renewable Energy Sources: The Example of Poland.

The article describes an attempt to provide support for decision making in the area of Rational User of Energy and Renewable Energies, based on the application of a simulation model Invert, developed within the ALTENER Programme. Examples are presented of the results of simulations estimating the efficiency of selected RES & RUE promotion schemes with respect to the main barriers hampering the development of biomass use for energy purposes in Poland. In an attempt to overcome barriers, a solution was suggested, aimed at decreasing the investment costs by combining the financial support schemes with the effect of scale. [ABSTRACT FROM AUTHOR]
