Focuses on a study which reported a number of high schools that are accounted for the entering class in the University of Texas at Austin in 2000 after lawmakers approved a plan to admit the top 10 percent of graduates from every high school in the state in 1996. Comparison on the number of students in the university between 1996 and 2000; One of the criticisms of the class-rank plan.
