Abstract

The author calls on the administration of U.S. President Barack Obama to make sure that the large banks that have left the Troubled Assets Relief Program (TARP) do not come back should they run into trouble again. It is suggested that the banks that received federal assistance deserve the chance to get out from under the TARP but only if they can really walk away from all the government guarantees that they have benefited from. The author also examines the case of Citigroup.
