Abstract

For a city struggling to win respect and attract visitors, a reality television show might seem like a good thing. But to this city's boosters, ''Parking Wars,'' now in its second season on the A&E cable network, has been a public relations disaster. On the show, teams of parking attendants on Philadelphia's mean streets are seen ticketing, booting and towing cars.
