- The Canadian government said on Wednesday that it would provide a billion Canadian dollars to its struggling pulp and paper industry, a move seen as an effort to counter a controversial American subsidy. Although billed as an environmental measure, the assistance, about $882 million, appears to be prompted by an American alternative fuels program that has inadvertently become a multibillion-dollar windfall for producers in the United States.
